Mozambican government launches process to draw up a Regulation for Urban Disaster Risk Management and Climate Resilience

Maputo, 25 March 2024 – The Government of Mozambique, under the leadership of the National Institute for Disaster Risk Reduction and Management (INGD), launched the process of drafting the Regulation for Urban Disaster Risk Management and Climate Resilience on 23 March 2024 in Maputo. This initiative has technical assistance from the United Nations Human Settlements Programme (UN-Habitat) and funding from the Adaptation Fund.

In recent years, Mozambique has been the scene of several climate shocks that have devastated the country, jeopardising the quality of life of communities living in cities, peri-urban and rural areas. It is in this context that the Government of Mozambique, with the technical support of UN-Habitat, through a project financed by the Adaptation Fund, has been developing an outstanding work to find immediate solutions for Urban Climate Resilience, with emphasis on the process of drafting the Regulation for Disaster Risk Management and Urban Climate Resilience, anchored in the Law on Disaster Risk Reduction and Management 24/20.

At the official launch ceremony of the process of drafting the regulation, INGD Vice President Belém Monteiro expressed the government’s commitment to ensuring the instrument is drafted, to seeing the instrument elaborated, stressing that the regulation being drafted must not lose sight of the importance of taking into account “the pressing needs and expectations of communities, towns and cities”.

“We are committed to seeing this regulation drawn up as soon as possible,” emphasised the INGD Vice President.

The National Director of Climate Change at the Ministry of Land and Environment, Jadwiga Massinga, emphasised the need for this regulation in a country like Mozambique, where 30% of the population lives in urban areas and the trend is increasing, saying that this initiative “brings good improvements to the legal and technical framework, as well as to climate resilience in rural areas”.

“It’s one more reason for us to invest in the development of human resources that will create resilient cities, looking at land-use planning and infrastructure,” added Jadwiga Massinga.

The Head of the UN-Habitat Office in Mozambique, Sandra Roque, said on the occasion that the regulation and other instruments such as the Urbanisation Policy and Implementation Strategy, currently being considered by the Council of Ministers, take into account the need to increase the resilience of urban areas in the face of the challenges of climate change.

The ambition of this regulation is very great. There really needs to be adequate legislation to regulate and strengthen adaptation and increased resilience in urban areas,” emphasised Sandra Roque.

According to DiMSUR’s Executive Director, Nuno Remane, the project financed by the Adaptation Fund will justify the continuity of the actions being designed by DiMSUR with co-operation partners, with a view to supporting the effective implementation of this urban resilience regulation for cities and towns, as well as the ongoing capacity building of central and local governments.
