GLOBAL AGREEMENT TO PROMOTE A MORE RESILIENT WORLD

COOPERATION WITH A GLOBAL PROFILE

Londrina, 6 June 2025 – The South-South cooperation is a form of collaboration between a group of developing countries in the Global South that face similar challenges such as climate change , food security, health and technology. This partnership is based on the exchange of knowledge, technologies and resources, in a mutually beneficial manner.

With a set of solutions adapted to local reality, DiMSUR aims to be a partner for Brazil, enabling the leveraging of capacity building and the appropriation of successful strategies, so that the harmful impacts of climate change are felt in a mild manner.

The appropriation of participatory planning strategies and the growth of technical knowledge of governments reduces climate dependence and strengthens the consolidation of technical and technological knowledge.

The month of June proved to be a blessing for DiMSUR, which has worked selflessly to share the lessons learned from the projects it has been implementing, as well as the goals it has managed to achieve in its member countries, with the support of an enviable set of communities, governments and cooperation partners, both African and international.

DiMSUR, an organization essentially dedicated to the design and implementation of technical projects in the areas of disaster risk reduction, sustainability and urban resilience, negotiated with the Brazilian government from the Parana state, over a period of six months, the possibility of creating a cooperation program, with a view to sharing knowledge and developing climate resilience projects, with the support of technology, innovation and artificial intelligence.

On June 6, 2025, at 9:00 a.m., at the offices of Araucária Foundation, in Londrina – Paraná (Brazil), a Cooperation Agreement was signed, materialized through a Memorandum of Understanding (MOU) whose main objectives are the implementation of joint programs and projects, the development of research, the sharing of knowledge, the joint dissemination of information resulting from the projects carried out and the joint capture of resources. The entire purpose of this MOU is focused on the urgent need that Brazil has to increase its climate resilience, both at community and governmental levels.

With assertive discussions, carried out with SEIA – State Secretariat for Innovation and Artificial Intelligence (Dr. Alex Canziani) and a foundation dedicated to science, technology and innovation, Fundação Araucária (Dr. Ramiro Wahrhaftig and Dr. Cristiane Cordeiro Nascimento), DiMSUR (ED. Nuno Remane) outlined a strategy to structure an organization for active research, implementation of climate innovation projects and fundraising for climate management in Brazil. This entity will have as its working mottos the proliferation of scientific knowledge and the valorization of empirical knowledge, through the strategic implementation of nature-based solutions, the improvement of early warning systems and early actions and also the sharing of information in a transversal format (municipal, state, federal and continental levels).

In a bold way, DiMSUR intends to provide its technical and diplomatic contacts so that Brazil can position itself in a strategic, anticipated and sustainable way, paving the way to be the country that will carry out control, advance management and will provide support in the preparation of climate projections to allow the reduction of the catastrophic impacts of climate change, throughout Latin America.

To make these intentions possible, the city of Londrina was chosen as the starting point, where actions can be designed and technicians can be trained. The Araucária Foundation (government of Paraná state) makes the NAPI (New Research and Innovation Arrangement) for climate emergency, available to exchange its experiences with DiMSUR. This team of researchers is dedicated to researching the impacts of climate change on environment, society and economy. Together, DiMSUR and NAPI will be able to demonstrate to the governments of Brazil and southern Africa that it is possible to add the strategic value of Innovation and Artificial Intelligence to all solutions that can be implemented, making them more assertive and more fast, changing the discourse from reconstruction to prevention.

FROM REGIONAL TO GLOBAL PERSPECTIVE

The focus of the signed agreement highlights the academic city of Londrina and its technical and scientific capacity. The Paraná state, where Londrina is located, has always been a reference in issues related to environmental preservation and innovative strategies for transportation and community inclusion systems. Thus, Paraná has been designing bold perspectives to reach benchmark levels due to its community strategies. Therefore, the climate issue cannot be excluded and what DiMSUR proposes is that Paraná state embraces, across all its municipalities, climate resilience and innovation strategies that solve the problems that have been experienced, considering the climate and weather conditions from recent months and years.

The project that is intended to be developed in Londrina, can be a reference to be used by the Paraná state, disseminating a message of community inclusion and shared disaster management capacity, empowering daily governments and their citizens, with anticipated, unique, innovative and sustainable climate management capabilities.

This project should take advantage of COP 30 that will be held in Brazil, in November 2025, demonstrating the existing potential of the activities to be develop. Holding COP 30 on Brazilian territory could be the opportunity that the country has been waiting for many years to demonstrate its technical capabilities, especially in agriculture and forest preservation. It is also the right time to try to approve some of its most ambitious  projects, both in terms of technical capacity for its execution and financial complexity.

The whole world are with the attentions turned to COP 30 when the subject is climate change adaptation, urban resilience and sustainability.

DiMSUR A GOOD GLOBAL PARTNER

It is important to mention that Climate Resilience must be strengthened sustainably and the use of Artificial Intelligence (AI), is nowadays, a tool that has proven to be useful saving a variety of resources, and it can help to adequate and correct some actions and activities made in a misguided way in the last years, due to the lack of technical and financial capacity of many municipalities.

In the global South, the impacts of climate change are more severe and resources are scarcer. By using the strategies proposed by DiMSUR, Brazil can enjoy more accurate weather forecasts, the functioning of more assertive early warning systems and furthermore, it will be possible to optimize the use of non-renewable natural resources, which are being used in an totally uncontrolled manner.

With the intention to encourage countries to consider the possibilities of applying funds in climate change solutions, DiMSUR develops global actions aiming to reduce countries’ asymmetries, due to their lack of technical coordination when it comes to sustainable agriculture, resilience, climate innovation, renewable and clean energies and environmental conservation.

In the last years, DiMSUR member states have been investing in a strategic global accreditation, aiming to give their brand (DiMSUR) the credibility of a strategic climate partner who can provide quick and durable solutions, not only for southern Africa, where the centre comes from, but also by sharing the experiences and the partners, with all countries in the global South with the intention to building a more resilient and prosperous southern hemisphere, for future generations.

The world deserves better days and it is in the hands of mankind to change the current climate paradigm. The destruction of nature, rampant deforestation, industrial pollution, rapid global urbanization and disregard for environmental maintenance processes, require institutions like DiMSUR to play a leading role in maintaining the planet we live, alive. For this reason, the technical center for disaster risk reduction, sustainability and urban resilience has already begun its global work, which consists of seeking and sharing knowledge, finding funding for technical projects and storing information, for all countries that share the same position on the immediate need to reduce the catastrophic impacts of climate change.
